Ecosystem Architecture Management in the Public Sector : From Problems to Solutions

Based on our research concerning enterprise architecture (EA) in the Finnish public sector, we discuss how EA concept and tool need to be developed to support government business ecosystem and organization design. Our research context indicates, beyond a federal government or a state one, that even a single municipality, like a city concern, can be perceived as an ecosystem of its sectoral domains, subsidiaries and such. Incremental innovation in services through continuous improvement

Employees contribute to the process of innovation through engaging in continuous improvement (CI) programmes such as individual suggestion systems or working teams. This article reviews the main features of CI, and examines the results derived from its implementation, what are the most common procedures and what problems arise during operation of these programmes. The empirical analysis shows how a high-tech service of a large public centenarian university faces the challenges of innovation through CI and how its organizational design variables generate a barrier to successful implementation.

We don't have many information about Organizational Architecture of retail banks although manager argue that branches are important to generate regular revenues. The questions are numerous : how are branches managed ? are the decision rights equally assigned in branches among all the banking sector ? And what's about the specificity of mutual banks ? The aim of the study if to answer theses questions and try to elaborate a typology between mutual and commercial bank.

Employee types and endogenous organizational design: an experiment

When managers are sufficiently guided by social preferences, incentive provision through an organizational mode based on informal implicit contracts may provide a cost-effective alternative to a more formal mode based on explicit contracts and active monitoring. This paper reports the results from a stylized laboratory experiment designed to test whether subjects in the role of firm owner rely on the social preferences of other (‘employee’) subjects with whom they are matched when choosing which payoff version of a simple trust game these employee subjects should play (‘the organizational mode’). Alignment of strategy and structure in local government

Strategic positioning and structural alignment in the public sector is a neglected area of research. This paper analyses the strategic positions of prospectors, defenders and reactors and structural alignment in Norwegian municipalities. Top managers responding to a survey perceived that the municipalities did align their organizational structures to the strategic positions for prospectors and defenders, but not for reactors, as hypothesized, but these relationships were modest.
